Do water filters remove fluoride?

Most water filters do not remove fluoride. Activated carbon — the media in pitcher filters, faucet filters, refrigerator filters and standard whole-house systems — removes almost none of it. Four methods do work: reverse osmosis (85–95%), activated alumina (up to 90%), bone char carbon (~90% when fresh) and distillation (~99%).

Certification is granted contaminant by contaminant. A filter can be genuinely NSF/ANSI 53 certified for lead and remove no fluoride at all, so check that the certificate names fluoride.

What removes fluoride and what does not

Why carbon cannot do it

Activated carbon works by adsorption: contaminant molecules stick to the carbon's enormous internal surface area as water passes through. That mechanism is very good at large, weakly-soluble organic molecules — chlorine, chloramine, pesticides, the compounds behind bad taste and smell.

Fluoride is the opposite kind of contaminant. It is present as the fluoride ion, one of the smallest ions in drinking water, and it is highly soluble — it prefers staying dissolved in water to sticking on a surface. Carbon has nothing to grip. This is a property of the chemistry, not a shortcoming of a particular brand, which is why no carbon filter from any manufacturer claims fluoride reduction.

Removing fluoride takes a method that works on a different principle: a barrier fine enough to reject dissolved ions (reverse osmosis), a medium fluoride is chemically attracted to (activated alumina, bone char), or a phase change that leaves it behind (distillation).

How much fluoride is in your water

Check before you buy anything. The two numbers that matter in the United States:

Your actual figure is in your utility's annual Consumer Confidence Report, published every July and free. On a private well, fluoride comes from the rock the water passes through and can be anywhere in the range, so it takes a lab test — a well is exactly the case where testing first matters most.

On the debate

Water fluoridation is a public health measure, endorsed by the CDC and the American Dental Association for reducing tooth decay. It is also contested, and interest in removing it has risen since the US National Toxicology Program's 2024 review, which reported moderate confidence in an association between fluoride exposure above 1.5 mg/L and lower IQ in children. That threshold is roughly twice the US fluoridation target, and the review explicitly did not draw conclusions about the levels used in US water fluoridation.

We are not going to tell you what to conclude from that. Our job on this page is the mechanical question — which filters remove fluoride and by how much — so that whichever way you decide, you are not buying a filter that does nothing.

If you decide to remove it

Reverse osmosis under the kitchen sink is the usual answer. It handles fluoride along with nitrates, arsenic, lead and most of what else is dissolved in the water, and it treats the water you drink rather than the water you shower in — which is the sensible place to spend the money, since fluoride is ingested, not absorbed through skin in any meaningful amount.

Two things to check on the certificate. First, that it names fluoride, not just "NSF certified". Second, that the certification is NSF/ANSI 58 for a reverse osmosis system or NSF/ANSI 53 for a filter cartridge — those are the standards under which a fluoride reduction claim is actually tested.

A whole-house fluoride filter is possible but rarely worth it. Fluoride removal media are sized for drinking-water volumes; running an entire household through them means large vessels, frequent media replacement, and treating the water going to the washing machine to drinking-water standard.

Common questions

Does Brita remove fluoride?

No. Brita pitcher and faucet filters use activated carbon, which does not remove fluoride, and Brita does not claim it does. Their filters are certified for chlorine taste and odour, and some for lead — not for fluoride.

Does a refrigerator filter remove fluoride?

No. Refrigerator filters are carbon-based and are certified for chlorine taste, odour and particulates. Fluoride is not among the contaminants they reduce.

How much fluoride is in tap water?

In the United States, fluoridated public water is dosed to a target of 0.7 mg/L, set by the US Public Health Service in 2015. The EPA enforceable limit is 4.0 mg/L, which applies mainly to areas with naturally high fluoride in the groundwater. Your utility publishes the actual figure in its annual water quality report.

Does reverse osmosis remove all fluoride?

Not all, but most. A working RO membrane removes roughly 85–95% of fluoride. Starting from a fluoridated supply at 0.7 mg/L, that leaves somewhere around 0.04–0.11 mg/L.

How do I know a filter really removes fluoride?

Look for NSF/ANSI 53 or NSF/ANSI 58 certification that names fluoride reduction explicitly. Certification is granted per contaminant, so a filter can be legitimately NSF 53 certified for lead and remove no fluoride at all. "NSF certified" on its own tells you nothing about fluoride.
